      This answer is about 50,000 to 200,000 year ago. But the way we get the answer is even more interesting.

      All animals are infested by lice. It is generally a 1:1 relationship – otters have otter lice, dogs have dog lice, gibbons have gibbon lice etc.

      Humans actually have 3 species of lice: head lice, body lice, and pubic lice. Now since humans are hairless, the body louse actually lives in clothing. If you compare the DNA of body lice and head lice you can learn they diverged 50-200k years ago, hence when humans starting wearing clothing.

      This would indicate it was sometime after we left Africa and ventured in colder climates so it makes total sense.
