Current theory is that very primitive organisms had areas that were sensitive to light, and this allowed the organism to detect light and dark. As evolution continued, other structures developed that helped focus the light and also process the signals generated by chemical reactions caused by the light, and now we have a huge diversity of complicated eye structures in different species that allow them to see.
